Can the transition to Mercury be postponed?
The transition to working with the Mercury system has already been postponed for six months, from January 1, 2018 to July 1, 2018. - choose the application submission option that suits you – a paper version when visiting any territorial office of Rosselkhoznadzor, or an electronic version sent by email. - send an application to Rosselkhoznadzor;

For which products do I need to issue electronic VSD?
The general list of products requiring VSD registration is given in Order of the Ministry of Agriculture of Russia No. 648 dated December 18, 2015. From this document it follows that the Mercury system must take into account all goods subject to veterinary control.

- meat, offal and fats;
- sausages, prepared and canned meat products;
- fish of any kind, including canned;
- crustaceans, molluscs, aquatic invertebrates;
- bird eggs;
- all types of dairy products;
- cottage cheese and cheeses, including processed cheeses;
- butter and other fats and oils made from milk, milk pastes;
- pasta stuffed with meat, sausage, fish or seafood;
- inactive yeast;
- soups and broths, as well as preparations for preparing soups and broths;
- ice cream, except ice cream based on fruit and berries, fruit and edible ice;
- feed grain: hard and soft wheat, rye, barley, oats, corn;

With electronic VSDs you can perform the following operations: only form, only “quench” or both form and “quench”. In this case, VSD can be of production or transport type.
As for retail companies, stores are required to work with incoming VSD. That is, your task will be to “redeem” incoming certificates for each transport shipment.
What should you pay attention to when receiving products from suppliers?
If you have partially accepted the goods, then these discrepancies must be indicated upon redemption - the refundable IRR will be issued automatically.
Another important point- operations with VSD must be carried out within 1 business day after receiving the shipment. Let's imagine that you were brought a cargo for which VSD was not registered in the Mercury system.
The only correct action on your part in this case will be to refuse to accept the cargo. The only exceptions here are deliveries accepted on paper VSD. In this case, you are required to pay off the paper IRR and capitalize the balance with inventory.
What to do if there is no Internet access? What are the penalties for missing Mercury?
Is it possible to continue working with paper VSDs if we do not have access to the Internet?
If you do not have technical limitations to connect to the Internet, then you cannot use paper VSDs. The list of places where there is no access to the Internet is approved at the level of each subject of the Russian Federation. If there are no such restrictions, then by July 1, 2018 you need to ensure a connection to the network and start working in the Mercury retail system.
If you absolutely do not want to connect to the Internet, then the only possible option Compliance with regulatory requirements in this case means providing access to the system to your supplier or third party organization, who will be “authorized” to work with the system “on behalf of your company.”
Organizations that do not have the technical ability to connect to the Internet, for example, shops in rural areas in some regions of the country, can continue to work with paper VSD.
What fines will an entrepreneur face for not having Mercury?
Article 10.8 of the Code of Administrative Offenses provides for a fine for non-compliance with requirements Federal Law dated July 13, 2015 No. 243 - a fine is imposed for the absence of VSD. The amount of liability can range from 3,000 rubles. up to 10,000-20,000 rubles, while the size of the fine depends on who it is issued to: a legal entity or an official.

The Mercury system is located on a central server, which is also connected to the Internet, and processes requests received from users and generates responses. Since the central server may be unavailable (for example, if it is disconnected from the Internet or there is no power supply), a geographically remote backup server is provided, which automatically replicates with the central one and, if it is disconnected, begins processing user requests until the main server is restored.

If the user temporarily does not have access to the Internet, it is planned to develop a desktop version of the Mercury system, which will require installation at the workplace and with which users can work in the absence of a connection to the network, and when it appears, they can synchronize the data entered on local computer data with a central server.

For those who do not connect to the FSIS “Mercury” after its official launch, administrative penalties are provided. Second way. Through interaction with the company's commodity accounting system.
This method is suitable:
- companies already working with a commodity accounting system,
- companies with a large range of agricultural products produced or sold, and, therefore, working with a lot of veterinary certificates and invoices. (However, in this case, you also need to select and install a commodity accounting program that will help automate trade processes, including the processes of working with FSIS “Mercury”).
The process of integrating a commodity accounting system with FSIS can be either paid or free, depending on what exactly the developer offers.

What is the Mercury information system?
The introduction of a unified electronic system for processing veterinary accompanying documentation (VSD), mandatory for a wide range of livestock products, is aimed at reducing the number of low-quality goods entering the market. The Mercury system will provide users with the opportunity to create two types of VSD documents:
- production;
- transport.
The first type of VSD is required to confirm that a certain product is produced from raw materials. Transport documentation is required when products under veterinary supervision are moved between production and warehouse, or to another owner. Electronic system“Mercury” involves the recipients canceling transport VSD and drawing up new documents when sending products further for sale. If several types of products are transported, then the number of accompanying documents will correspond to the number of items in the invoice.
The automated system "Mercury" will allow you to store information about all operations carried out with products of animal origin over the past three years.
The developed document flow diagram consists of two parts:
- The Mercury.GVE system is used by veterinarians. It contains functions for receiving (cancelling) certificates and processing incoming VSD, sending data on outgoing documents.
- The Mercury.HS system is being implemented into the document flow of enterprises involved in the movement of regulated goods. This version of the software product only allows you to view current product information.
The Mercury veterinary certification system with a full range of functions is available to those users who prepare accompanying documentation on their own. Access to these programs is provided through Rosselkhoznadzor. The program must employ accredited specialists.
The Mercury system for retail trade allows you to organize the accounting of balances in different categories:
- by type of product;
- production date (selection of products based on one date or time range);
- according to the veterinary document.
“Mercury” is a system in which veterinary certification is carried out only in electronic format. Product data must be entered in full. The program does not allow users to enter only part of the information about a product or to ship batches of products with minus balances.
Since 2018, the Mercury system for retail trade provides the following set of functions:
- registration of acceptance of goods (with cancellation of incoming accompanying documents);
- acceptance of returns (full or partial);
- creation of outgoing documents for sales made.
The state system "Mercury" automatically returns veterinary accompanying documentation if discrepancies in quantitative indicators were detected during the process of acceptance of products by the buyer. Discrepancies are indicated during the blanking operation. The store will not be able to accept goods, register them and record expenses for the purchase of products if there is no accompanying documentation for these products in the program.
The Mercury GIS system will allow you to track regulated products at every stage of their production, storage, processing and sales. For example, when producing meat, the following information will need to be entered into the database:
- where the livestock was raised;
- quantitative composition of the livestock;
- used feed;
- designation of warehouses where meat products were stored;
- enterprises that purchased raw meat for further processing;
- retail chains and stores selling finished meat products.
The VetIS system (Mercury) allows you to transfer information about the product to other participants in the process - for each buyer the plant generates a separate set of accompanying documents. For example, a farm that has raised and slaughtered livestock sells raw meat to a processing plant. Upon implementation, electronic VSDs are issued. After shipment of the goods, the recipient completes the veterinary documentation and confirms the fact of receipt of the raw materials. Meat was used to produce products (sausages, sausages, etc.), which were sent for sale to the end consumer in retail chains and were accompanied by VSD. Stores also cancel electronic documents upon acceptance.
For whom the Mercury system is required from 2018
The Mercury system in veterinary medicine and retail trade for the circulation of regulated goods will become mandatory from July 1, 2018. If the fact of transporting products of animal origin without a formalized VSD is discovered, a fine will be imposed on the official and the enterprise (from 3 thousand and from 10 thousand, respectively - the norm is enshrined in Article 10.8 of the Code of Administrative Offenses of the Russian Federation). Registration in FSIS is carried out in accordance with Order of the Ministry of Agriculture of the Russian Federation dated December 27, 2016 No. 589 as follows:
For organization
Registration of authorized persons of organizations is carried out by sending an application:
- in writing on the organization’s letterhead signed by its head (deputy head) to the FSIS operator or to its territorial department;
- or in the form of an electronic document signed with the electronic signature of the head (deputy head) of the organization, sent by e-mail.
The application must contain the data specified in clause 6 and clause 10 of Order of the Ministry of Agriculture of the Russian Federation dated December 27, 2016 No. 589.
For individual entrepreneurs
Registration of individual entrepreneurs is carried out by sending an application:
- in writing by mail to one of the territorial departments of the FSIS operator or by personally submitting an application to one of the territorial departments of the FSIS operator;
