Procurement identification code (number), or IKZ
Contract number on paper
In tenders, quotations, requests for proposals and with a single supplier, contracts are concluded on paper. The customer assigns the contract number in accordance with the internal register of contracts.
Government contract identifier, or IGC
The code is generated by federal, autonomous or regional customers who pay for purchases from the federal budget or enter into contracts with treasury support. The identifier is used to link the contract and settlements thereunder.
The procedure by which IGK is formed for treasury support is established in the order of the Treasury of Russia dated March 20, 2017 No. 9n. IKG is a twenty-digit digital code that the customer assigns after creating an entry in the contract register and which remains for the entire duration of the contract.
The first to 19th digits are similar to the contract registry number (or the ninth to 27th digits of the entry in the register of contracts with state secrets). 20th digit - contract registry identifier. If this is a regular register, put “0”; if the information in the contract represents state secrets, put “1”.
Customers also indicate ICG in all additional agreements, payment and settlement documents.
What is important for a supplier to remember?
Purchase winners from July 1, 2017 must indicate this identifier in invoices and other documents issued to the customer. The corresponding amendments appeared in Article 169 of the Tax Code and in the form of an invoice - a line with an identification code was added to the document template.
To review the activities of government customers purchasing goods or services for their needs, and to ensure its openness, contractual relations with suppliers were organized into a register of contracts, based on paragraphs. 1 - 3 Part 3 Article 4 Federal Law No. 44-FZ. Also called the register of contracts 44-FZ, since this is a phrase closer to the description. In accordance with Part 5 of Art. 103 of the Law, documents and information contained in the register of contracts must be openly available for review and downloading and without charging a fee for this. Types of register of contracts.
In fact, there are two versions of the government contracts registry: the first is a regular registry. This registry has an exception. Data on contracts with individuals (more details, clause 8 of Article 103 of 44-FZ) are not entered into the regular register of contracts 44-FZ. The second version of the registry is closed. This separate specially formed closed register of contracts includes Procurements representing state secrets. As a rule, these are defense orders that are controlled by the FAS. This closed procurement is carried out without publishing the name of the subject of procurement.
Information about such procurements included in such a special closed register of contracts cannot be posted in open access on the Internet and published in the media, because not intended for a wide range of users. The procedure for maintaining a closed register of contracts is established by the Government of the Russian Federation.
Search the register of contracts
On the website where the register of contracts is located, it is organized convenient system search, allowing interested parties to search and view information on all contracts with attached files for downloading.
In the search field, you must enter the purchase registration number, if known, and find the necessary information about the contract. IN this search You can also display all contracts signed with a specific customer. It is also possible to perform a search sorted by update date, price, posting date and relevance.
If using a regular search you cannot find the information you need, the portal provides the opportunity to refine your search parameters. Here you can filter by contract status (“Execution” / “Execution completed” / “Execution terminated” / “Canceled registry entries”), select the method of determining the supplier, budget level, price, etc.
For a more precise search, there is an advanced search function where you can filter by customer, contract number, defense order contract identifier, you can search only for contracts for which the customer changed during the execution of the contract, and more.
Procedure for entering information into the register
In accordance with Decree of the Government of the Russian Federation dated October 31, 2014 N1132, the customer enters information such as the details of the winner, the customer’s company name, the number of the procurement notice (if any) - from 01.01.17 (details in the resolution itself), others information and other documents, in accordance with the maintenance of the register of contracts (clause 15 introduced on December 28, 2013 N 396-FZ). Using the system " Electronic budget", created by state program to manage budget finances, customers post information that is sent to the contract register, access to the IP appears after registration (No. 44-FZ, Part 6, Article 4.)

The Treasury of the Russian Federation reserves three working days to verify the information received from the customer for registration in the register of contracts. After which the entry is submitted for registration to the register of contracts under 44-FZ, if all information has been verified and approved.
What data is needed to create a register of contracts?
This data should include the following information about the contract being concluded:

After checking all the data provided by the customer, a unique registration record number of the form W ХХХХХХХХХ YY ZZZZZZ is generated, consisting of the customer identification number, which corresponds to the customer’s property code (W) and ten digits of the Taxpayer Identification Number (TIN) (X), two digits of the year of registration of the record (Y) and a sequential number records (Z). What is meant by customer ownership codes (ICU)?
The code of the ownership form of the customer’s property has four meanings:
“1” - federal;
“2” - property of a constituent entity of the Russian Federation;
“3” - municipal;
“4” - other property.
The transmitted information is registered no later than three hours in the contract register. If the data has not been verified, then within three working days the customer is sent a protocol in electronic form with a list of all documents that did not pass the verification.
Electronic budget
The Government of the Russian Federation has introduced an electronic budget system to increase the effectiveness and efficiency of budget expenditures; this tool allows you to manage the state budget and control expenses. Access to the system is provided on the Internet through the website www.budget.gov.ru and is carried out through the authorization procedure of an electronic digital signature, thereby providing users with protection and confidentiality.
The electronic budget has a subsection for maintaining registers, in addition to other important sections, such as managing income and expenses, financial liabilities and assets, etc.
The register maintenance subsection is intended for structured electronic document management of registers, classifiers, formalized and grouped normative and reference information, accounting form templates. The register maintenance subsection integrates information transmitted to the Treasury.

1. Register of contracts under 44-FZ: what is it and where to look for it?
Register of contracts — a set of register records about all contracts concluded by Customers in accordance with the Federal Law on the Contract System (44-FZ). The exception is contracts concluded with a single supplier in accordance with clauses 4, 5, 23, 42, 44 and 45, clause 46 (in terms of contracts concluded with individuals) Part 1 of Article 93 of 44-FZ, as well as contracts, information about which constitutes a state secret.
The register of government contracts concluded within the framework of 44-FZ is posted on the official website of the United information system in the field of procurement - www.zakupki.gov.ru.
The documents and information contained in the register of contracts are in the public domain and are available to everyone for review absolutely free of charge (Part 5 of Article 103 of 44-FZ).
Important point! The register of contracts, information about which constitutes a state secret, is not subject to publication in the media and placement in the Unified Information System (Part 7 of Article 103 of 44-FZ). Information included in such a register of contracts is stored in the manner determined in accordance with the legislation of the Russian Federation on archival affairs and on the protection of state secrets (clause 5 of the “Rules for maintaining a register of contracts containing information constituting a state secret”).

2. Who maintains the register of contracts under 44-FZ?
According to Part 1 of Article 103 of 44-FZ, the Federal executive body, which carries out law enforcement functions for cash services for the execution of budgets, is responsible for maintaining the register of contracts. budget system Russian Federation. 3. Documents regulating the maintenance of a register of contracts under 44-FZ

4. What documents and information are included in the register of contracts under 44-FZ?
According to Part 2 of Article 103 of 44-FZ, the following documents and information are included in the register of contracts:
- name of the Customer;
- source of funding;
- method of determining the supplier (contractor, performer);
- date of summing up the results of determining the supplier (contractor, performer) and details of the document confirming the basis for concluding the contract;
- date of conclusion of the contract;
- the object of procurement, the price of the contract and the period of its execution, the price of a unit of goods, work or services, the name of the country of origin or information about the manufacturer of the goods in relation to the executed contract;
- name, company name (if available), location (for a legal entity), full name (if available), place of residence (for individual), TIN of the supplier (contractor, performer) or for a foreign person in accordance with the legislation of the relevant foreign state, an analogue of the TIN (contractor, performer);
- information about changes to the contract indicating the terms of the contract that have been changed;
- a copy of the concluded contract, signed by an enhanced electronic signature Customer;
- information on the execution of the contract, including information on payment for the contract, on the accrual of penalties (fines, penalties) in connection with improper fulfillment of obligations under the contract by the party to the contract;
- information about termination of the contract indicating the grounds for its termination;
- purchase identification code;
- document on acceptance in the event of a decision to accept the goods supplied, work performed, services rendered;
- decision of the medical commission (in case of purchasing medicines).

In essence, Customers enter information into the register of state and municipal contracts:
- on the conclusion of a contract;
- about changes to the contract;
- about termination of the contract;
- about the execution of the contract.
An important point for Customers! Detailed information on how to fill out the appropriate fields for all of the above data and documents is specified in paragraphs 15-39 of Order of the Ministry of Finance of Russia dated November 24, 2014 No. 136n. These paragraphs describe in detail what numeric codes must be used, what reference books and classifiers must be followed, etc.
5. The procedure and timing for entering information about concluded contracts into the register
According to Part 3 of Article 103 of 44-FZ, the Customer within 3 working days from the date (conclusion of a contract, amendment of a contract, execution of a contract, termination of a contract, acceptance of goods delivered, work performed, services rendered) sends all necessary documents and information to the Federal Treasury. ( Note: According to clause 2 of the Procedure approved by Order of the Ministry of Finance of Russia dated November 24, 2014 No. 136n, the formation by the Customer of information and documents included in the register of contracts is carried out using the state integrated information system for public finance management “Electronic Budget”. After this, the Federal Treasury checks the documents and information provided by the Customer and places them in the Unified Information System within 3 working days from the date of their receipt.

If the information and documents provided by the Customer do not comply with the established requirements, such information and documents are not subject to placement in the register of contracts.

6. How to find the required contract in the registry?
So, why is it necessary to be able to search for information about contracts in the registry?
Firstly, as follows from the 4th section of this article, here we can find information about all contracts of the Customer we are interested in. See with whom and on what terms these contracts were concluded. Such information will be useful to suppliers when analyzing the Customer and potential competitors.
Secondly, using the information posted in the contract register, the supplier can prepare a certificate of its good faith. This certificate is required in the event that the proposed price of a procurement participant was reduced by more than 25% during the auction (anti-dumping measures). Once on the page with the registry, you can enter the contract registry entry number, procurement identification code or the name of the Customer in the search line and click on the icon with a magnifying glass on the right side search string.
Also in the registry window, you have the opportunity to refine your search parameters by clicking on the appropriate hyperlink, and then filter the information found by update date, placement date, contract price and relevance. 7. Register of contracts under 223-FZ
The register of contracts under 223-FZ, as well as the register of government contracts under 44-FZ, is posted on the official website of the EIS.
In order to get into the register of contracts under 223-FZ, you need to go to the EIS website, and in the left vertical menu select the “Information about contracts and agreements” section, and then from the drop-down list select the item “Register of contracts concluded by customers based on procurement results "
According to clause 3 of the Rules approved by Decree of the Government of the Russian Federation dated October 31, 2014 No. 1132, the register does not include information and documents that, in accordance with the provisions Federal Law No. 223 “On the procurement of goods, works, services by certain types legal entities» are not subject to placement in the Unified Information System.
That is, the following are not included in the register:
- information on the procurement of goods, works, services, on the conclusion of contracts, constituting a state secret;
- information about the procurement on which a decision was made by the Government of the Russian Federation in accordance with Part 16 of Article 4 of 223-FZ.
Important point! If the Customer, in accordance with Part 5 of Article 4 of 223-FZ, has decided not to place procurement information in the Unified Information System, the register includes information and documents relating to contracts if they are sent by the Customer to the Federal Treasury.
The procedure for entering information and documents into the register
Within 3 working days from the date of conclusion of the contract, Customers enter information and documents established by Decree of the Government of the Russian Federation No. 1132 into the register of contracts.
If changes have been made to the contract, Customers enter into the register of contracts such information and documents in respect of which changes were made.
Information on the results of contract execution is entered by Customers into the contract register within 10 days from the date of execution, modification or termination of the contract.

So, if in the “Method of determining the customer” field it is indicated that the purchase is carried out from a single supplier, then a competition for this application will not be held. State and municipal enterprises are given the opportunity, in some cases, to purchase from a single supplier of their choice.
In the same tab, you can study in detail the payment scheme proposed by the customer for delivery. In almost all cases, this is payment upon receipt of goods or provision of services. State-owned enterprises do not work on prepayment.

Working with an order
When an order is selected, you can begin the procedure for submitting an application for its execution.
At this point, the supplier must go through the identification procedure in the public procurement system, receive and register an electronic digital signature for yourself or an authorized representative and master the basics of working with financial reporting documentation in the public procurement system. The quality of interaction between the supplier and the customer depends on how quickly and how correctly documents are submitted and accepted.
Chairman of the Committee of Civil Initiatives, ex-Minister of Finance of the Russian Federation Alexey Kudrin presented the GosZatraty portal at a press conference that took place on February 4, 2013 at the RIA Novosti press center.
Let us remind you that since 2006 everything federal authorities disclose information on procurement for government needs, and since 2011, regional and municipal authorities have also joined them. Resource "State Costs", developed by the non-profit partnership " Information culture", allows visitors to independently find information about the volume of expenditures of the state and municipalities on public procurement.
The portal database contains information on all government contracts concluded since 2011 (in total, more than 9 million), their cost, as well as participants in the government procurement system (slightly less 100 thousand suppliers and customers). True, information about procurement carried out this year has not yet entered the database due to the need to take into account the rules of the new law on the contract system (Federal Law of April 5, 2013 No. 44-FZ ""), but the project developers promise to correct it's in the near future.
The main differences between the GosZatraty portal and other similar resources already launched by activists to date are the maximum amount of information about government procurement (in fact, the portal duplicates the information posted on the official Procurement Portal) and a more convenient search mechanism. In particular, on the Goszatraty website you can view the cards of individual customers and suppliers and see in which procurements a specific organization or government agency took part. All database updates occur daily and are fully automated. In addition, the GosZatraty portal provides information about contracts regardless of their cost (resources with similar functionality sometimes limit their databases to contracts with a certain minimum cost), and also offers analytical materials for free review.
The developers of the GosZatraty project also promise that it will compare favorably with the Procurement Portal - first of all, in search speed. According to the director of the non-profit partnership "Information Culture" Ivan Begtin, the main problem of the official government procurement website is that it actually combines the functions of publishing information about government procurement and the actual mechanism for implementing government procurement, which affects the duration of the search query.
Functionality of the portal "State Costs" Today it is represented by the following main sections:
1. Largest regions. This section is located on home page and contains information extracted from public reports about the subjects of the federation that have the largest expenditures in the field of public procurement. Users can compare this data with the budget indicators of each of the subjects and find out whether regional authorities accounted for all purchases and how reliable their reporting is.
Moscow leads the list (total volume of purchases is about 1.5 trillion rubles), followed by St. Petersburg ( 231 billion rubles), Moscow region ( RUB 155.4 billion) and Krasnodar region (RUB 140 billion).
2. Largest contracts. The section contains a rating of contracts with the highest value - for example, the FSUE Rosmorport contract for the construction of buildings and structures for water transport enterprises (the contract amount is 40.1 billion rubles) is currently in first place according to this indicator.
3. Contract card. Each contract has a unique page that contains information about the customer, contractor, subject and amount of the contract, as well as information related to the contract - for example, you can see what other purchases were made by a particular customer. In addition, the card contains a unique contract number assigned to it on the official Government Procurement Portal - by copying it, you can find more complete information about the contract on the official portal.
4. Largest customers and largest suppliers. This rating is formed on the basis of information for the entire period of existence of the database (since 2011). Currently the database includes information about 344.7 thousand customers and 507 thousand suppliers.
5. Section "On control". As Ivan Begtin noted, this section is the only exception to the political neutrality of the State Costs project. In particular, here you can find out about contracts with incomplete or distorted information, see what luxury goods are purchased on budget funds(options include Apple products, oysters, Maybach cars, Range Rover, etc.) and which performers supplied low-quality goods.

By the way, while presenting the project, Alexey Kudrin simultaneously announced a competition for civil activists to develop projects for monitoring government orders in one area or another.
